Question about applying to unis?

I'm doing AS levels now and I should end up with As and Bs and I was thinking about applying to places like Manchester, Leeds, Cardiff etc and I was wondering: are you meant to apply to a uni with really low entry standards that isn't as good as a back up? I want to study English and German if that helps any.
