When did it become ok to say b***ch on television?

I was under the impression that this word was censored, but I hear it all the time on television and radio. I was wondering since when it was ok to be said and why. Kids get in trouble at home and at school for saying this word, yet it's all over the television and on the radio. Hmmmm!
